I have a similar problem when using a keyboard and USB foot pedals [1]
I just upgraded to 8.10 and the foot pedals (which I use for Control,
Alt, and Shift) are essentially useless because the modifier action
doesn't work for the first keystroke on the keyboard.

That is, I hit the foot pedal for Control and then the 'x' key on the
keyboard.  Normally that sends Control-X but now it just sends 'x'.  If
I hold the foot pedal down, the second press of 'x' on the keyboard does
generate a Control-X.

I'm trying to figure out how to use Priit's xkb symbols file to see if
it will help me too.

Any chance this bug will get assigned to a person or milestone?
