This bug is fixed with the following version of fglrx from intrepid-
proposed:

$ dpkg -l | grep fglrx
ii  fglrx-amdcccle                                          2:8.552-0ubuntu0.1
                        Catalyst Control Center for the ATI graphics
accelerators
ii  fglrx-kernel-source                                     2:8.552-0ubuntu0.1
                        Kernel module source for the ATI graphics accelerators
ii  xorg-driver-fglrx                                       2:8.552-0ubuntu0.1
                        Video driver for the ATI graphics accelerators
ii  xorg-driver-fglrx-dev                                   2:8.552-0ubuntu0.1
                        Video driver for the ATI graphics accelerators (devel
files)

The atieventsd daemon does not run, but it does not seem to be needed
because the GPU does change frequency when I plug or unplug the AC
power. Should I close this bug ?
