I had a similar problem, I found out the cause with the following:

  sudo killall jockey-backend
  sudo /usr/share/jockey/jockey-backend --debug -l /tmp/jockey.log

And then trying the install of the driver again.

The resulting log file indicates that the module fglrx is not found for
the kernel that I run. In my case I run a custom kernel and thus the
module seems to need to be compiled and installed manually.

Naturally jockey should report this instead of simply ignoring the
problem...
