Are you short on memory? localedef's memory use is, unfortunately, known
to be a problem (it'll take about 50MB of memory to generate any UTF-8
locale), and until this is resolved it will take significant amounts of
time to execute on any machine with limited memory, since the system
will spend all its time swapping things in and out between physical RAM
and swap space.

I've been working on optimising localedef's memory use, but it's a
rather complex task and I need to make absolutely sure to preserve
correctness, so it's taking a while.
