I'm having this problem as well...no matter what amount of time I set in
Screensaver Prefs (I tried 10, 5, and 1 minutes), the screensaver never
activates.

It doesn't appear to be caused by selected text though...I tried closing
all my open apps and sure enough, the screensaver activated. So I
restarted each app one by one and waited in between to see if the
screensaver would activate...

vlc seems to be causing the problem for me...I use vlc all the time as a
webcam broadcaster, so I keep it up in my tray with kdocker. If I stop
vlc...the screensaver activates. If I'm running vlc the screensaver does
not start...no matter if it's docked or not.

My company's policy requires that my screensaver activate after 10
minutes (Sarbanes-Oxley and HIPPA requirements)  so its pretty important
thing to me....I guess for the time being I'll have to move my vlc
server to another box :(
