I think there is no need to see proxy login dialog at startup when there is a remembered user/pwd by the password system. The dialog must be showed only when no user/pwd are stored or login to proxy is not ok. I don't know if there is a tunable about:config parameter to do this. When FF is started some little graphics can notify to the user the direct or proxyed connection type.
