As a temporary fix, you can simply go to gdmsetup (System/Administration/Login Window), and under the "Local" tab, make sure that "Show Actions menu" is checked.
This, however, leaves your system open to restart by people who are using the GDM login screen and who aren't logged into the system. Not that this matters in almost all cases, though.
