That's tha problem. I don't want to start a discussion about SRU here, but in this case (like many others) delta upgrades would help. It's crazy that this must wait for another cycle just because the 1 file is in a huge package.
Like I said, Debian is suffering from this disease too (no inc. upgrades, and own slaves of their strict policy) - Ubuntu should do better.
