You do not need any MS library to run Kompozer in Wine, and work is underway to update composer to work with current GTK and hence on current Ubuntu natively. The problem is that once Kompozer worked good enough the development slowed down or even stopped completely, and the code got bitrotten wrt GTK development and updates.
