I had almost added a comment about the failure of Ctrl/Alt/F1, but trying xev I see that the function keys on the new keyboard of this new machine of mine do not work at all, and then that there is a switch on the left to enable them. Now all is well. Just adding this as a hint to others - perhaps Ubuntu is fine but the keyboard is unusual.
