I am having this issue on the Mythbuntu distribution. This distribution is based off xfce. I have installed dolphin and ark, but there is no "extract here" or "extract to" menu option in the right click menu.
I think this functionality may be enabled by installation of some other package in the standard ubuntu/kubuntu distro.
