The minimum window size is dictated by the widgets on the other tabs.
Making it possible to make the window smaller on the File Systems tab
will mean that when you switch to another tab, the window size would
have to automatically resize on tab switch (which would be horrendous),
or the widgets on the other tabs would not be usable.

I'm going to close this, as I don't think it is a bug. If you're not
satisfied, then please feel free to open this upstream (but I think
you'd get a similar response there too).
