I want to make further clarification on this bug. The original poster is using the PowerPC version of Ubuntu which is not "officially" supported any more.
I am running the i386 version of Ubuntu 8.10, with Gnome 2.24.1. In this version the clock applet does have Canary Islands as a location under Spain. 1. Right click clock applet 2. Preferences 3. Locations 4. Add 5. Timezone 6. Spain 7.
