Manually uncommenting these on my latop allows espeak to work as expected and 'padsp espeak' also now works in parallel with other sound applications. It appears that these are safe to uncomment against the Ubuntu kernels. I have built a modified alsa-drivers source package and installed the resulting alsa-dev .deb. This also works as expected.
