Public bug reported: I upgraded the packages available for Ubuntu 8.10. The Gnome Window behaviour changed with the upgrade.
The parent window for an application is always expanded full screen without the border. It is impossible to resize the parent window. You can open many windows but they stack on each other. You can change windows (i.e. applications) by clicking on the tab (or using Alt+tab). All applications windows occupy the full screen below the Gnome menu bar. The dialog box stacks on the top left corner of the screen.
