Since Ubuntu 8.10, the problem described above occurs even without any slipping of the mouse. Right-clicking on the Gnome desktop intrepidly creates a folder if you keep the button down for some short time. Or it may well open a Background Change dialog, depending on where you click. Or it may start a Properties dialog when you're in a folder. Or what next? ...
It is a bug. Right-click isn't supposed to punish the unskilful one by causing random, and potentially nasty surprises (if menus are not designed with this bug in mind).
