I can workaround this problem if I have a wifi device - if I "create new
wireless network" with just some name, then Network Manager has a device
that it controls and is "active" (even if it isn't connected to
anything), and that enables the VPN menu.

Starting VPN in that mode works as it uses the existing (unmanaged)
connection to run the VPN.
