Public bug reported:

Pulse Audio gives me such a low volume I practically have no sound.

When I purge my system of all pulse audio packages I have normal sound
functionality.  This purging also removes the ubuntu-desktop package.
This affects all users on the system. I can post the contents of
/var/log/messages but I don't see anything that looks relevant.
