We don't have an actual maintainer for the package, and everyone can work on it (provide new upstream versions, preparing syncs/merges from Debian, preparing patches). But it is possible that one person is doing the most of the work on some package. You can check the changelog [1]. It seems that in past Deluge has been directly synced from Debian with no changes to the packaging. If no one files a sync request I'll do it myself later. Actually, this bug report can be just modified so it states that we should sync 1.1.2 from Debian.
