  manually run dpkg --configure -a does not help.
  I am not able to install any packages.
  
  TEST CASE:
   1. when the system is in incosistent state (e.g. because of bad xine update) 
run: sudo dpkg --configure -a
   2. verify that it does not behave corretly anymore and errors out
-  3. instal lthe updated version of dpkg (with wget and dpkg -i) [exact url 
follows when the fix is published]
