Please note that turning on NumLock toggles between "cursor key mode"
and "number mode" of the num pad, it does *not* enable the numpad on
laptops. (That's usually done by pressing Fn?)

Anyway, thanks for testing. Matt just brought it up as a possible
explanation.

Yes, it's absolutely a bug. I was just wondering if that's the cause
for your laptop as well, since it works with a fresh user account.
