I don't know if this could be the fix or it just works for me.
It turns out that my problem is with my connection settings.

Problem before:
Ubuntu 8.10
Kernel: 2.6.27-11-generic 
Evolution 2.24.3
Using Gmail IMAP/SMTP
Connection: Modem/Router; PC has static IP.

Earlier I've tried to send e-mail w/ mp3(ring tone) attachment, about 250KB in 
size.
Error: 'DATA command failed: Connection timed out: mail not sent'.
Receiving mail is ok; Sending mail without attachment is ok;
Googling the net to find for possible fix but no luck. Aside form that problem,
I also notice that few websites are loading too slow or just loading forever.

Checked on my interface card and I've noticed that my MTU was set to 1500.
I edit the interfaces file, set MTU to 1492 and reboot my computer.
Go back to the website that has a problem loading and it works fine now :).
Launch Evolution and re-create email w/ attachment, VIOLA!!! the problem was 
fixed. :)
