No, it differs from those two bugs. My Touchpad is always working under Ubuntu. But at some boot ups Ubuntu doesn't recognize it as a Touchpad, so no scrolling via Touchpad is working, etc.. Nevertheless it still can be used as a pointing device in such cases.
