Chris, I understand that there are many problem whiyh are very frustrating and, believe me, I didn't want to frustrate you even more; but there are currently about 50.000 bugs which all need someone to look at them and with each new release there are many bugs that gets fixed. Therefore we need to make sure that bugs related to one release of Ubuntu are still applicable to new releases, or - if not - specific packages can be backported to old releases.
Since not everyone has the hardware to test bugs concerning (for example) wireless networking, we have to ask in the bug report and are usually closing the bug after a month of no reply, as it happened here. Again, I really don't want to frustrate anyone. It's just that we need to validate bugs after new releases. There is nothing wrong with reopening a bug if a problem persists.
