Same problem here and I would qualify it as serious ! In my configuration the /etc/environment has the utf8 suffixe in uppercase. Though Java doesn't recognize the French keyboard layout.
In /etc/environment I have LANG=fr_FR.UTF-8 If I switch it to lowercase java recognizes the franch keyboard layout. I typed export LANG=fr_FR.utf8 and ran the java application from the console.
