Jockey doesn't propose to install fglrx if ati/radeonhd is already running, since that supports composite now. But in order to find out which driver is currently being used, whether it supports composite, and whether a new one is needed (currently for nvidia), jockey needs to run, of course. Thus I don't see what to change in Jockey for this.
