/etc/rc*.d requires root access to setup, and by default it is run as
root for every user. And AFAIK, it's the same with Gnome logout
notification, isn't it?

I want something which a user can setup without root access, and which
is run as that user and only when that user logout (or shutdown).

A laptop user which often run out of battery might not want to use this
feature (or have a very quick backup procedure). But that's not a valid
reason for not providing it for everybody else.

Not everyone have a laptop, and not everyone with a laptop actually make
extensive use of the battery (I almost never use my laptop when it's not
plugged in).
