Hi Charlie, Thanks for taking an interest in the bug. I'm using 8.10 and the package version is 4.4.2-6ubuntu2. I wasn't sure which package it involved, so thanks for associating the bug with a package.
Somehow the bug seems to have fixed itself. It had been present on multiple restarts over the period of a week. Now the same number of workspaces is present when I shutdown and start up over the past couple of days on 3-4 restarts. The only change I can think of is a diskcheck following an incomplete shutdown, which seemed to pick something up and repair it. There have been no other updates. It's a bit of a mystery, but at least seems to be resolved.
