Hrm, I'm unable to reproduce this in jaunty with gnome-control-center 1:2.25.90-0ubuntu2 in a vm with an 800x600 resolution; even when reducing it 640x480, it still results in three themes per row by default. (Mind you, the default font size and appearance make these tools almost impossible to use at 640x480, due to their vertical length causing the bottom buttons to be displayed off screen.)
