http://packages.ubuntu.com/jaunty/sabnzbdplus says that sabnzbd "recommends" par2 and unrar, not "depends". This results in the warning and problems above. :-( I would say par2 and unrar are really needed for normal operation of SABnzbd / sabnzbdplus.
