Bug update: Now I have Ubuntu 8.10 and Firefox 3.06. I dragged the icon
of a web page (the one left to the address bar) to the bookmarks menu,
waited until the menu displayed and dragged down to a position on the
root menu (not in any folder) and droppped it there. But moments after I
released the mouse button the screen darkened a little (as usual when
processor is working hard) but never got out of that state, the pointer
icon remained with the dragging shape (didn't became an arrow again) and
it could be moved around in the screen but there was no response when I
clicked any Firefox o Ubuntu system menus, buttons or icons, thus making
the system unusable (hanged). Nor any key stroke responded to bring
menus or apps, with the exception of ctrl-alt-F1 to switch to tty1 and
properly shutdown the system (I waited for more than 3 hours before
finally shutting down). That was the difference with Ubuntu 8.04 which
didn't allowed any keystroke and I had to unclean shutdown every time
this bug happened.

The workaround I've been using to this date to bookmark my web pages (on
Ubuntu 8.04 and 8.10) is using the Ctrl-D key stroke to bring the little
window and clic on the folder where I want my bookmark placed. That
works very well.

The other important difference is that since I installed Ubuntu 8.10, I
am able now to go to the menu "Bookmarks > Organize bookmarks" and drag
them around. That didn't work on Ubuntu 8.04, Firefox 3.01, where the
system hanged as explained.
