FWIW: KDE knows which keyboard I use. Kubuntu/Ubuntu install procedures actually ask about keyboard configuration. Skim will not check/fetch these values, and will be by default using an "unknown" keyboard.
Yes, this is a problem with Intrepid. Can't check with Jaunty right now. But I bet the farm it still is.
