The needed fix is to monitor the panel strut. The current implementation does read this strut only upon daemon startup (which is usually too early or at least before gnome-panel updated its strut). The current workaround of restarting notify-osd manually or doing some session- startup order-magic will not be needed in the long run. The only issue remaining ... I've not come to that bullet-point in my ToDo list yet :)
