Yesterday (2009-02-25) I switched back to Hardy from Intrepid. To my suprise, the keyboard switching works after reboot correctly: abcdABCD, абвгАБВГ. I have not been using Hardy for long, so one of the 200 updates might have fixed the problem. I attach my working xorg.conf. It was (re-)generated by aticonfig via sudo aticonfig --initial -f.
