Oxygen. I reported this because I could reproduce it on 4 computers. Your 
screenshot, however, shows a larger panel than my (default sized) one.
When adapting the height of the panel, the text becomes visible.

The question is now: should this still be considered a bug? I see 3 possible 
minor reasons.
- 2 users in this company noticed this after the upgrade to 4.2 and were 
confused by this. After all, this is the default panel size and the text did 
fit in KDE 4.1.
- setting 'Desktop Name' enlarges the pager without showing text when the panel 
is too small.

- When the pager plasmoid is embedded in the panel, text can not be displayed 
on the pager.
+ When the pager plasmoid is embedded in the panel, text can not be displayed

  This no longer works in KDE 4.2 as it did in KDE 4.1.
  
  Steps to reproduce:
+ - Set the height of the panel to default size or smaller.
  - right-click on the pager plasmoid
  - choose 'Pager Settings'
  - General --> Choose 'Desktop Name' or 'Desktop Number'.
  
  The desktop name or number should be visible in the pager.
  The pager will stretch accordingly, but will not show names or numbers.
  The pager will show names or numbers when not embedded in the panel.
