You can go to http://archive.ubuntu.com/ubuntu/pool/main/h/hal-info/ and install the latest version (from jaunty) by clicking on it (you'll get gdebi). Eventually we'll backport newer hal-infos to intrepid/hardy as well, but they need to settle for a while and get tested.
