Hi, I test with some my environment(9.04,8.04), but I can't reproduce this bug. adduser are exit with code 1 and not created user/groups.
In - Jaunty Alhpa5 (3.110ubuntu2) - Hardy (3.105ubuntu1) (sry, I have not intrepid environment now.., my testded are broken by hdd trouble) output are below. $ sudo adduser 日本語 adduser: 問題を避けるために、ユーザ名はアルファベット、数字、アンダースコア(_)、ピリオド(.)、アットマーク(@)、ダッシュ(-)で構成されており、ダッシュで始まらないものである必要があります(IEEE Std 1003.1-2001で定義)。Sambaのマシンアカウントとの互換性のため、 $ をユーザ名の最後につけることもサポートされています。 $ LANG=C; sudo adduser 日本語 adduser: To avoid problems, the username should consist only of letters, digits, underscores, periods, at signs and dashes, and not start with a dash (as defined by IEEE Std 1003.1-2001).
