I'm not disputing the invalidity of this, but I just wanted to point out that while % really does act as a percentage, you're confusing English and Mathematics. In Mathematics, 17.5% means 17.5/100, so that's 100 + (17.5/100). If you want to do "100 plus 17.5 per cent of 100" the "of" is the same as "times" so that's: 100 + 17.5% * 100
