OK - the problem seems to be that the folder created for the settings to be 
saved in (.gconfd/apps/evolution/mail/format) was created with access by root 
only.  This was in the original user for the system which I installed only 
recently.  
But when I created a new user, and set up a mail account then set the forward 
message style to my preference, a new (.gconfd/apps/evolution/mail/format 
folder was created after existing evolution, and that folder was not created 
with access by root only.  
So by changing the ownership of the folder in the original user filesystem to 
that user, the problem was solved.
Other folders in /mail/ which were also root only were "message_window", 
"prompts", "notify", and "subscribe_window".
I don't know how these came to be root access only - whether there was some 
other process that did that...  gcaldaemon?
