Public bug reported:

MikTeX (a well known LaTeX package manager, previously only running under
Windows) is being ported to UNIX like systems - the second beta is already out
(http://miktex.org/unx/about). MikTeX allows to install only the single needed
packages (styles) instead of the relatively big collections available though
Synaptic. Furthermore, the latex compiler detects missing packages and is able
to install them on the fly. MikTeX does not brake the existing texlive
installation.
The integration would merely consist of using the miktex latex compilers
instead of the default ones, for example it would be necessary to change the
default configuration of kile to use that one and include MikTeX in the Kile
dependencies.
