Sebastian, You are talking about Jaunty and this is a bug raised on 8.10 which is Intrepid.
You are saying that the "Main menu" option in Jaunty opens the main menu with the "Applictions, places and system" options and that "Menu bar" opens just a logo, allowing the user to customize it and add their own options.
