Public bug reported:

for local network settings (VM subnet, DNS, etc), the default
eucalyptus.conf cannot be set automatically. The package could ask
these questions during post-install and set them in eucalyptus.conf. A
'reasonable' set of defaults would be something like so:

VNET_SUBNET="192.168.0.0"
VNET_NETMASK="255.255.0.0"
VNET_DNS="169.254.169.254"
VNET_ADDRSPERNET="128"
VNET_PUBLICIPS=""

** Affects: eucalyptus (Ubuntu)
     Importance: Undecided
         Status: New
