Regardless of whether its up/down scaling, it's silly to have to switch off compiz to use it - that, too, needs to be fixed, since you can't reasonably expect people to switch off compositing when the very graphics primitives that make compositing possible would also be of use in scaling pixmaps...
A most silly (but usable) workaround is to run a WIndows VNC viewer that supports scaling under WINE.
