It's not really a question of packager/developer, or Debian vs Ubuntu
(especially since in this case the Debian OpenSSH maintainer happens to
also be an Ubuntu OpenSSH maintainer). Debian and Ubuntu got burned in
the past over OpenSSH patches, I'm pretty sure we won't integrate this
in the openssh package until it makes it to OpenSSH upstream.

That doesn't prevent someone else from providing, as proof of concept,
PPA packages of hpn-ssh. That could help in demonstrating how great it
can be.
