DVD menu is supposed to be handled by resindvd plugin which is part of gstreamer0.10-plugins-bad package.
@bigal, Can you please provide any additional information like version of packages gstreamer0.10-plugins-bad, libdvdread4? What outout do you get when you launch totem from command line?
