Upon further review it seems that we would have to import a new upstream version to get TLS support; it was not added until rsyslog 3.20.
Therefore it seems, in my opinion, to make the most sense to sync. The current version has been in Debian for about a month, is "stable" by upstream and is used by a large number of users without any additional I&N+ bugs filed. Please sync rsyslog 3.20.4-2 (universe) from Debian unstable (main).
