The submenu can have a lot more things that just Evolution in it.  For instance 
any messaging application can be there.  Currently that is Evolution and 
Pidgin, but Gwibber is also working on putting indicator support into their 
application.  This makes the submenu important.
While I understand in the case of a single application being in the indicator 
without any indicators, I think that the change of behavior depending on which 
applications are running would be confusing.
