This is _NOT_ a bug in bash-completion. That "Gives me nothing" means that you're not sourcing it. Please read the docs on how to enable it, most notably sourcing it from ~/.bashrc (or similar startup files).
This rather would be a bug in bash, not sourcing bash-completion by default in /etc/skel/.bashrc.
