Public bug reported:
CLC attempts to discover list of public IPs from a CC (only valid in
MANAGED and MANAGED-NOVLAN modes), and will reject run-instances
requests (with --addressing public, which is the default for ec2 api
tools), unless the addressing mode is set to 'private'. Having to set
addressing mode to 'private' is a misnomer in this case.
possible solution; CC will respond to a 'describePublicAddresses'
operation with status==FALSE and statusMessage=="NOTSUPPORTED" when the
CC is in any mode other than "MANAGED" or "MANAGED-NOVLAN".
