On a PC with a fresh install of Edgy this bug is still unresolved after several weeks.
Update Manager shows downloads available and opening the manager shows a list of the available updates. Selecting to install, a moving bar appears with the message "Reading state Information". After about 5 to 10 seconds this window then disappears but will reappear if install is again selected. No password input window appears, no updates are downloaded. Updates are available manually using the terminal.
